The second session will focus on future projects, and is designed to explore the range of projects going forward in Round 2.5 and 3, noting the differing challenges of each.

Chris Hill Chair:
Chris Hill, Head of Offshore, Mainstream Renewable Power

Chris Hill heads up Mainstream’s Offshore Team and has successfully overseen the establishment of a portfolio of over 5GW of offshore wind farms. Most recently, Chris led the vertically integrated SMart Wind Consortium’s Round 3 award of Hornsea, a joint venture with Siemens. Chris also managed the joint venture between Airtricity and Fluor to deliver the Round 2 Greater Gabbard project. Chris is a Chartered Surveyor by training and has a background in forestry which was useful when he was leading on the development of several onshore wind farms. Chris is dedicated to building a UK renewable energy industry, with an appropriate skills and training infrastructure, and the development of industry clusters. He is currently Chairman of the RenewableUK Offshore Wind Strategy Group and has previously served on the Future Offshore Group, the Offshore Delivery Group and the Consents & Licensing Group.

The presentation will give an overview of Forewind’s plans for Dogger Bank, the largest offshore wind farm project. The presentation will introduce how the fully integrated team, comprising personnel from each of the four owner companies, is set up to deliver and take on the challenges of approximately 13 GW of potential capacity. Whilst focussing on the initial development work, comment will also be made on grid and supply chain challenges. An update will be given on work done to date, including recent stakeholder workshops; initial results of site surveys and an overview of how the first tranches of the project will be developed. Key development issues already encountered will be discussed and an overview of how they have been addressed provided. This includes the Dogger Bank draft Special Area of Conservation; availability of survey vessels; oil and gas seismic surveys and trans-boundary international stakeholder engagement.

Biography
A qualified and chartered marine biologist, underwater technologist, commercial diver and ocean yachtmaster, Gareth has 20 years experience in marine developments, 10 years at senior management level and 9 years in the offshore renewable energy sector. He joined SSE Renewables last October to work within the Forewind Consortium as Head of Development for the Dogger Bank zone, potentially the World’s biggest offshore wind farm project. Gareth started his career with Northumbrian Water and its subsidiaries Entec and AES, where he secured a solid grounding in all marine survey techniques and marine environmental consultancy. He then joined Southern Water (Scottish Power) as Chief Marine Scientist where he took on the responsibility for all marine advice across the major marine investment programme for South East England. He delivered consent for the first major long sea outfall in an EU Habitats Directive site, Sandown Long Sea Outfall. After contributing to Scottish Power’s corporate Environment Report, Gareth’s appetite for renewables was whetted and he left to join Amec Wind, to work on the Lynn project and deliver the first ever TWA consent for an offshore wind farm. He then led the winning team that secured Docking Shoal and Race Bank; influenced the concept, and secured early development funding for the Aberdeen Offshore Wind farm. After a brief spell with EDF consenting the Teesside project and overseeing the construction of Longpark onshore wind farm, Gareth then joined SSE.

Delivery of DONG Energy’s Round 2 and Round 2,5 projects
The presentation will outline DONG Energy plans for UK offshore wind in the next 5 years involving Round 2 and Round 2,5 projects. Key challenges and potential solutions will be discussed which affect the delivery of the projects.

Biography
Per Hjelmsted has nearly 20 years of experience working in the energy industry. He has been involved in the wind power industry since 1999 where he was responsible for developing the Nysted project in Denmark and later took on the project management role for the construction and commissioning of the project which entered into commercial operation by the end of 2003. Since 2004 he has been responsible for technical and environmental project development of wind projects from origination to FID in ENERGI E2 which became part of DONG Energy in 2006.

The Offshore Valuation
What is the total value of the UK’s offshore renewable energy resource? Could Britain become a net exporter of renewable electricity to Europe? And what are the obstacles to this visions becoming a reality? A seminal new study – coordinated by the Public Interest Research Centre (PIRC) and undertaken by Boston Consulting Group – provides answers to these questions. It argues that the UK has the opportunity to repeat the successes of North Sea oil and gas by developing wind, wave and tidal technologies to an industrial scale and seeking export markets for their electricity in Europe.

Biography
Tim Helweg-Larsen is Director of the Public Interest Research Centre (PIRC), an independent charity engaged in researching environment, energy and economics. PIRC seeks out ideas that support the long-term public interest and communicates them to policy makers. Previous work by PIRC has included a pioneering plan for decarbonising the UK, Zero Carbon Britain, and Climate Safety, a report on the latest climate science. Tim trained as an engineer in renewable energy at Warwick University.
